When planning a new residential new build development in the UK, understanding space requirements is crucial for both compliance and creating comfortable living environments. The Nationally Described Space Standards (NDSS) set out minimum requirements for the internal floor area and room sizes of new dwellings.

What Are the Nationally Described Space Standards?

Introduced in 2015, the Nationally Described Space Standards provide a consistent framework across England for the size and layout of new residential properties. These standards were developed to ensure that new homes provide adequate space for everyday activities and are built to a quality that supports long-term wellbeing.

The NDSS applies to new dwellings, including conversions, and covers:

• Minimum gross internal floor areas

• Minimum bedroom floor areas and widths

• Minimum storage space requirements

• Ceiling heights

When Do the Standards Apply?

It’s important to note that the NDSS is optional for local planning authorities. They must adopt it through their Local Plan policies before it becomes a requirement in their area. Many authorities across Surrey, West London, and Berkshire have adopted these standards, making compliance essential for planning approval.

At SMART Developments, we stay current with local planning requirements across all the areas we serve, ensuring your project meets the necessary standards from the outset.

Minimum Floor Area Requirements

The NDSS sets minimum gross internal areas based on the number of bedrooms and occupants. Here are some key examples:

One-Bedroom Properties

• 1 bed, 1 person: 37 (39) m²

• 1 bed, 2 persons: 50 m²

Two-Bedroom Properties

• 2 bed, 3 persons: 61 m²

• 2 bed, 4 persons: 70 m²

Three-Bedroom Properties

• 3 bed, 4 persons: 74 m²

• 3 bed, 5 persons: 86 m²

• 3 bed, 6 persons: 95 m²

Four-Bedroom Properties

• 4 bed, 5 persons: 90 m²

• 4 bed, 6 persons: 99 m²

• 4 bed, 7 persons: 106 m²

These measurements represent the minimum internal floor area, measured between internal walls and including partitions, stairs, and built-in storage.

Bedroom Size Requirements

The standards also specify minimum sizes for bedrooms:

• Single bedroom (1 person): 7.5 m² with a minimum width of 2.15 m

• Double bedroom (2 persons): 11.5 m² with a minimum width of 2.75 m

For homes with two or more bedrooms, at least one double bedroom must have a minimum floor area of 11.5 m².

Storage Space Standards

Adequate storage is essential for comfortable living. The NDSS requires:

• 1 bed dwelling: 1.0 m² storage

• 2 bed dwelling: 1.5 m² storage

• 3 bed dwelling: 2.0 m² storage

• 4 bed dwelling: 2.5 m² storage

• 5 bed dwelling: 3.0 m² storage

• 6+ bed dwelling: 3.5 m² storage

At least 50% of this storage should be within the dwelling itself (not in external sheds or garages).

Ceiling Heights

The standards require:

• Minimum ceiling height: 2.3 m for at least 75% of the gross internal area

This ensures rooms feel spacious and well-proportioned, contributing to overall comfort and wellbeing.
